Introduction to Caring in Australia Report

The aim of the report is find out caring in Australia in a historical perspective while considering the carers movement, change in attitudes, changing political context, and rights. The report will discuss the history of carers movement considering all the above points.

History of Carers Movement

The carers movement in Australia has a long history back from 1970s when the DNCB (Domiciliary Nursing Care Benefits) was introduced. At that time various councils had applied in order to explore the care given to disables by their friends and family. However, it does not exist in today’s generation (Carers Australia N.A). The movement was started in 1963 when the founder of carer movement Reverend Mary Webster had wrote a letter to newspaper. The letter had described her problem and difficulties of working and caring for old parents. The Carers Association of NSW had become the first independent body in 1980. The government and communities had come across to the problems of carers when a survey was carried out in 1981 called “The Survey of Handicapped Persons”. At that time various surveys, programs and campaign were carried out which helped cares to get their rights. For carers, pensions were introduced, various programs were established, institutes were founded, and many more was done in favor of them (Cresswell 2017).

In 1992, the first ever Carers Awareness Week was held. The name of this campaign was “Carers Need Care Tool”. It was a one week long campaign which had created an impact in the minds of people. It was the first among the all to create such kind of awareness regarding the challenging carers work and their importance. After this campaign, the first budget focused on carers was passed having worth of $ 93 million (Carers Australia N.A). It lasted for 4 years in which carers Support Kit distribution and introduction of the Commonwealth Respite for Carers Program, both were included. After all of this, the CAA was launched in 1993. CAA means Carers Association of Australia. In the year 1993, various surveys, researches, campaigns and conferences had taken place. As a result of which, Carers Australia has seen changes regarding the awareness about the movement. Government was also taking action regarding the benefits of carers. This decade has also identified young carers as an important subgroup of carers (Cresswell 2017).

In March 2007 at Parliament House, parliamentary friends of Cares was launched officially. Moreover in 2010, carers were identified under the six social inclusion priorities by the Rudd Government of social inclusion agenda. In addition, young carers were also recognized as “at risk of long term disadvantage”. Current situation related to Carers in Australia are much better then past (Dawson, Gerace, Muir-Cochrane, O'Kane, Henderson, Lawn and Fuller 2017).
