Introduction

Due to the influence of climate change, several natural disasters or hazards have created a state of emergency in different cities in Australia. The frequency of hurricanes, storms, bushfires and tsunamis has contributed to an extra burden for the emergency management sector. Darwin is a city in Australia that is often hit by cyclones and storms. The essay will provide a critical analysis of the root cause of disaster vulnerability in the city.

The vulnerability assessment framework used by Channel will inform the analysis. It will involve identifying individuals at risk, assessing the nature of the risk and developing the most appropriate support plan. The population of Darwin is severely affected by tropical cyclones due to its tropical climate and geographical location. The cyclone Tracy is an unparalleled example of disaster in Australian history and it damaged most of Darwin city. Some of the groups which were most vulnerable to challenges were the Aboriginal communities (City of Darwin, 2021). However, the city has developed a disaster resilience plan to be prepared for future incidence of cyclones and storms. According to Hamza, Eriksson and Staupe-Delgado (2021), some of the sources for vulnerabilities are remoteness and relative isolation. People living in such areas are chronically disadvantaged as they live in the periphery. Thus, the vulnerability was found to be linked to remoteness in Darwin. It has been associated with severe loss and impact on agriculture, infrastructure and human health. While supporting remote communities, it is important to consider different cultural, structural and legacy considerations to promote disaster management capacities in these regions.

To promote disaster resilience in response to disasters, the Darwin government came up with cyclone response planning. It is reflective of a disaster resilience strategy. The northern territory government focused on assisting the local government with equipment and manpower. In addition, the initial damage survey and post-cyclone clean-up operations were prioritized. Various recovery centres were created. The strength of the above approach is that they have tried to take lessons from disaster experienced and improved existing disaster response activities. By focusing on manpower, they have ensured the building capacity of early responders (Common Wealth of Australia, 2011). Sandifer and Walker (2018) justify that active and meaningful stakeholder participation in disaster recovery may lead to feelings of empowerment and support countering stress during disaster management. The main responders during disasters included police, firefighters, emergency medical service and emergency managers. They are crucial elements of community resilience. However, it is recommended to extend scientific and public health responses to disasters to promote better mitigation of health issues taking place post-disasters.

To conclude, Darwin is a city that is vulnerable to disasters and cyclones because of its climate and geographic location. The evaluation of the root cause of disaster vulnerability identified that the Indigenous community were mostly affected due to living in remote areas and the inability to get help. In contrast, disaster resilience involved recruiting additional manpower, opening recovery centres and taking lessons from previous disaster experiences. It can support modifying current disaster resilience plans and developing accurate disaster management strategies.
